In a move to promote clean transport and commuter safety, the Maharashtra cabinet has approved two major policies—the Electric Vehicle (EV) Policy 2025 and the Aggregator Policy for app-based transport services.
The meeting was led by Chief Minister Devendra Fadnavis.
The EV policy, which will be in effect until 2030, aims to boost electric vehicle use and production across the state. The government has allocated ₹1,993 crore for its implementation over the next five years.

Key goals include building more charging stations, cutting vehicle emissions, and supporting eco-friendly transport. The policy aims to reduce carbon and greenhouse gas emissions from transport by 2030.
“The new EV Policy is geared towards increasing both the production and uptake of electric vehicles. It has provisions for passenger EV subsidy and exemptions on toll charges on certain roads and highways for select EVs. Improving the charging infrastructure is also a high priority,” Fadnavis said.
The policy also encourages people to switch to electric vehicles by offering benefits until 2030 as part of a clean mobility plan.
Chief Minister Devendra Fadnavis said the state will improve EV charging infrastructure, including setting up charging stations every 25 km along national highways.
The policy covers electric two-wheelers, three-wheelers, private cars, state transport buses, private buses, and civic transport vehicles, offering a 10% discount on the original price of the vehicle.
Along with the EV policy, the Maharashtra government also approved its first full-fledged Aggregator Policy for app-based taxi and bike taxi services. This step follows Supreme Court guidelines and aims to make rides safer for passengers.
As per the policy, ride-hailing platforms must follow IT Act rules, offer real-time GPS tracking, provide emergency contact options, verify driver backgrounds, and give drivers proper training. For women’s safety, ride-pooling for women passengers will only match them with female drivers or co-passengers.
The state will also set up a special system to handle complaints from drivers and passengers. Detailed rules for this policy will be released later. These moves show Maharashtra’s focus on safer, smarter and greener transport.
