The Delhi government, led by Chief Minister Rekha Gupta, has released a draft startup policy with incentive based support. The policy aims to help set up 5,000 startups and position the capital as a global innovation hub by 2035.
As part of the policy, the Delhi government will set up a ₹200 crore Delhi Startup Venture Capital Fund to give startups better access to funding.
The nine-page draft of the Delhi Startup Policy 2025 has been published for stakeholder feedback and is available on the Delhi government's Department of Industries website.

“To encourage, facilitate and support the emergence of at least 5000 startups by 2035. To encourage entrepreneurship that enables sustainable and inclusive socio-economic development across the State,” reads the mission of the document.
The 10-year policy will target startups across 18 key sectors, including healthcare, hospitality, fintech, automotive, e-waste management, logistics, gaming, green tech, and robotics.
The draft also highlights AI, ML, IoT, SaaS, biotechnology, AR, drones, and UAVs as other key focus areas.
“Delhi is one of the fastest growing states in the country. The proximity to government institutions, the presence of a business friendly infrastructure, and a burgeoning entrepreneurship culture make the city a viable IT hub. The IT and ITES sector in Delhi has emerged as a rapidly developing industry.
The key sectoral areas for this Policy mirror the Government's priorities relating to Science & Technology and IT/TES and align with the strengths of the State.” the draft reads.
The draft policy states that new focus areas can be added with approval from the Startup Monitoring Committee, based on market trends and emerging technologies.
- To boost the startup ecosystem, the policy proposes several financial incentives:
- Workspace Support: 100% reimbursement of lease rentals up to ₹10 lakh per year for three years.
- IPR Support: Full reimbursement for filing patents, trademarks, copyrights, and designs—up to ₹1 lakh for Indian filings and ₹3 lakh for international patents.
- Exhibition Support: 100% reimbursement of stall/rental costs—up to ₹5 lakh for domestic and ₹10 lakh for international exhibitions.
- Operational Support: A monthly allowance of ₹2 lakh for one year to cover operational expenses.
Startups can apply for these incentives through the Delhi Single Window System by submitting the required documents. Applications will be reviewed by a nodal agency and forwarded to a Startup Task Force for final approval. The status of applications will be communicated through a dedicated startup portal.
The draft also emphasizes support for women entrepreneurs, highlighting policies and programs aimed at business creation, self-employment, and building networks to promote inclusive and sustainable growth in Delhi.
