The Union Cabinet, led by Prime Minister Narendra Modi, has approved the continuation and restructuring of the "Skill India Programme (SIP)" until 2026, with a budget of Rs. 8,800 crore for the period 2022-23 to 2025-26.
This decision highlights the government’s focus on creating a skilled workforce ready for the future, offering training that is driven by industry needs, technology, and demand across the country.
The program includes three key components: Pradhan Mantri Kaushal Vikas Yojana 4.0 (PMKVY 4.0), Pradhan Mantri National Apprenticeship Promotion Scheme (PM-NAPS), and the Jan Shikshan Sansthan (JSS) Scheme.

These initiatives provide skill development, on-the-job training, and community-based learning to ensure both urban and rural populations, including marginalized groups, have access to quality vocational education. So far, over 2.27 crore people have benefited from these programs.
Pradhan Mantri Kaushal Vikas Yojana 4.0
The PMKVY 4.0 scheme offers skill development training aligned with the National Skill Qualifications Framework (NSQF) through Short-Term Training (STT), Special Projects (SP) and reskilling or upskilling via Recognition of Prior Learning (RPL). It targets individuals aged between 15 to 59. PMKVY 4.0 has undergone significant changes to make training more industry-focused, aligned with national priorities and more accessible.
The scheme focuses on skill development and entrepreneurship, aiming to maximize impact and use resources efficiently. It includes important partnerships, such as with the PM Vishwakarma scheme under the Ministry of Micro, Small & Medium Enterprises.
PM National Apprenticeship Promotion Scheme (PM-NAPS)
The Pradhan Mantri National Apprenticeship Promotion Scheme (PM-NAPS) helps students transition smoothly from education to work by providing industry-specific skills through hands-on experience. To support both apprentices and employers, the government will provide 25% of the stipend, up to Rs. 1,500 per month per apprentice, through Direct Benefit Transfer (DBT) during the training period.
The scheme is open to individuals aged 14 to 35 years, offering skill development opportunities to people from all backgrounds.
Jan Shikshan Sansthan (JSS) scheme
The Jan Shikshan Sansthan (JSS) scheme is a community-focused program that provides accessible, flexible, and inclusive vocational training, especially for women, rural youth, and economically disadvantaged groups. It is aimed at individuals between the ages of 15 and 45.
