Gujarat, Kerala, Karnataka, and TN Top-Performing States for Startups

The Department for Promotion of Industry and Internal Trade (DPIIT) issued the States' Startup Ranking 2022. According to the ranking, Gujarat, Karnataka, Kerala, and Tamil Nadu were recognised as the top-performing states in terms of establishing ecosystems of startups for aspiring entrepreneurs.

Thirty-three states and union territories participated in this, the awards’ fourth edition. The results have been released by Piyush Goyal, the Minister of Commerce.

Based mostly on the size of their populations, the states and UTs were split into two parts. States in Category A have a population of more than one crore, whereas states in Category B have fewer than one crore.

In category A (those with a population of one crore or more), Maharashtra, Odisha, Punjab, Rajasthan, and Telangana were designated the top performers, while Andhra Pradesh, Assam, Madhya Pradesh, Uttar Pradesh, and Uttarakhand were called leaders.

Aspiring leaders Bihar and Haryana were mentioned, while emerging ecosystems included Chhattisgarh, Delhi, and Jammu & Kashmir.

Participants were evaluated across 7 broad Reform Areas with 25 Action Points, including Institutional Support, Fostering Innovation and Entrepreneurship, Access to Market, Incubation and Mentorship Support, Funding Support, Enabler Capacity Building, and a Roadmap to a Sustainable Future. 15% of the overall scores came from 10,000+ survey replies in 9 languages (telephonic and web-based).

Himachal Pradesh performed the best among the states in category B, which comprised those with fewer than one crore people. In this category, Meghalaya and Arunachal Pradesh are top performers.

The Minister encouraged collaboration and mentoring through the MAARG portal—Mentorship, Advisory, Assistance, Resilience, and Growth of Startup India. He stressed outreach and onboarding startups with the Government e-Marketplace (GeM) as onboarding has been simplified. Shri Goyal advised startups to file for patent, copyright, and trademark protections now that rates are down.

In category B, Goa, Manipur, and Tripura made it to the leaders, while Nagaland and the Andaman & Nicobar Islands were named as the aspiring leaders.

Shri Goyal announced a March 2024 ‘Startup Maha Kumbh’. He promised sustained government support for the startup ecosystem and encouraged entrepreneurs to use the large consumer market and collaborate to improve the startup system.
